TCPA Compliance Tooling

Built-in guardrails that screen every outbound call — before it dials.

Tooling, not legal advice.Chillead provides compliance controls and record-keeping for your outbound calling — it does not provide legal advice or guarantee compliance. You remain responsible for obtaining valid consent and consulting qualified counsel about your calling practices.

Chillead is the all-in-one platform for home-service companies — HVAC, plumbing, electrical, and pest control. Its built-in auto-dialer runs a stack of compliance gates on every lead before a call is placed, and writes an audit trail of why any call was skipped. Below is exactly what the platform does to help you dial inside the lines of the Telephone Consumer Protection Act (TCPA), the FTC Telemarketing Sales Rule, and applicable state law.

What the Platform Does

  1. Real-Time DNC Enforcement
  2. Reassigned-Number Screening
  3. Time-Zone Calling Windows by Area Code
  4. Consent Tracking & Audit Trail
  5. Session Caps
  6. Timestamped Call Logs & Recordings
  7. Compliance Dashboards
  8. What Chillead Does Not Do

1. Real-Time DNC Enforcement

Every candidate lead is checked against your tenant-specific internal Do-Not-Call list and against any lead marked opted-out before it is dialed. The moment a contact replies STOP, opts out verbally, or is added to your DNC list, the dialer will never place another call to that number. Each skipped call is logged with a reason — opted_out ordnclist— so you have a defensible record.

2. Reassigned-Number Screening

Numbers flagged as reassigned per the FCC Reassigned Numbers Database are screened out automatically. When a match is found, the dialer skips the lead and records the reason asreassigned— helping you avoid calling a consumer who never gave you consent in the first place.

3. Time-Zone Calling Windows by Area Code

The dialer derives the recipient's state and local time zone from their area code, then enforces the permitted calling window for that jurisdiction in real local time. Calls outside the allowed hours are skipped and logged as outside_hours— the lead simply rolls back into the queue for a compliant time. Representative windows:

JurisdictionPermitted Calling Hours (Recipient's Local Time)
Federal default8:00 AM – 9:00 PM, all days
Texas (eff. Sept 1, 2025)9:00 AM – 9:00 PM Mon–Sat; 12:00 PM – 9:00 PM Sun
Florida8:00 AM – 8:00 PM

State-specific windows are maintained in the platform and applied automatically. Where a state rule is unknown, the conservative federal window applies.

4. Consent Tracking & Audit Trail

In TCPA litigation the burden to prove consent rests with the caller. Chillead captures the details that matter on each lead so you can produce a clean record on demand:

  • Consent source — how prior express written consent (PEWC) was obtained (web form, verbal, import, Facebook, Google, or manual).
  • Consent timestamp — the exact moment consent was captured.
  • Consent text version — the version of the disclosure language the contact was shown.
  • Consent IP address — recorded for web-form submissions.
  • Opt-out record — the opt-out method (SMS STOP, verbal, email, rep toggle, or import) and the timestamp it was received.

Reps can stamp verbal consent directly from a live call, and every consent and opt-out event is preserved for audit.

5. Session Caps

Each tenant has a configurable cap on concurrent dialer sessions, set and overridden at the platform level. Session caps keep calling volume controlled and predictable across your team and help you stay within the operational limits you set for outbound campaigns.

6. Timestamped Call Logs & Recordings

Every dial — placed or skipped — is written to the call-attempt log with a server-side timestamp, outcome, and (where a compliance gate fired) the exact skip reason. Voice recordings are stored in Google Cloud Storage and tied to the call record, giving you a durable, time-stamped history of who was called, when, and why a call was or was not made.

7. Compliance Dashboards

Owners and platform admins get dedicated views to review and manage compliance posture:

  • TCPA Dashboard — a consolidated view of calling-compliance status and skipped-call reasons.
  • Consent Viewer — inspect the captured consent record for any lead.
  • Session Cap controls — set per-tenant concurrent dialer limits.

8. What Chillead Does Not Do

Compliance tooling is powerful, but it is not a substitute for your own program. Chillead does not:

  • Provide legal advice about TCPA, TSR, or state-law compliance.
  • Verify that you have obtained legally sufficient consent before a lead is dialed — you supply and attest to consent.
  • Scrub your lists against the National DNC Registry or state DNC registries on your behalf; the platform enforces your internal/tenant DNC list and opt-outs.
  • Guarantee compliance or monitor your campaigns for legal violations in real time.

We strongly recommend you consult qualified legal counsel and maintain your own consent and DNC-scrubbing procedures. Chillead's controls are designed to make those procedures easier to follow and easier to prove.
